As with the earlier laws of Ur-Nammu, financial penalties are imposed for damages. The measure of centralization in the Sumerian south that Isin had been able to maintain ended when Gungunum, an Amorite ruler of Larsa, took control of Ur and then Uruk. Later, Nippur, which had passed back and forth between Isin and Larsa, came under the control of Larsa; and finally Isin itself fell to Rim-Sin, the third of a series of Elamite rulers and the last king of Larsa.
